Abstract

The term soft power obtains popularity at the end of the twentieth century. It became the focus of attention of research centers, political, cultural, security, and military circles, academics, and elites in countries that possess soft power tools, especially in the United States of America, whose thinkers produced the philosophy of the concept in its various dimensions. The term did not enter into circulation in the Arab and Islamic countries until recently when the elites, politicians, and leaders became aware of it. It became the focus of attention of the informed media seminars and dialogue forums that began to discuss it with research and scrutiny. Growing after the spread of the concept of soft power, thinking of many tools can attract and influence. The political, cultural, media and informational environment of the hostile regime paralyzed the effectiveness of the conceptual apparatus in the operations of command and control in the cultural and political fields as a prelude to the practice of guidance and the gradual transformation of the minds and hearts of the leadership elite.
