Abstract

Since the mid-twentieth century, Rwanda has witnessed fundamental transformations that led to an ongoing internal conflict of an ethnic nature, in which ethnic cleansing and numerous massacres were committed, and successive large migrations of components of society to neighboring countries occurred. The conflicts culminated in genocide, which plunged the country into a tragic era that required peacemakers to seek a peaceful approach to reduce its severity. This was done by employing multi-track diplomacy that establishes fair rules for managing the conflict, curbs extremists, and seeks to gradually develop trust and cooperation by giving voice and legitimacy to communities and popular movements to reach multiple requirements that will be required for successful reconciliation and in a way that guarantees security and mutual respect in the long term to sustain Rwandan peace.
