Abstract

The process of internationalizing a political idea is not related to an individual desire, emanating from a political thinker, a scientist specialized in political and international affairs, a researcher, or a leader. Rather, it constitutes an indication of the existence of necessities shared by a large group of countries in the international system that suggested the necessity of internationalizing the idea in question, which is "Multiculturalism." One of the most important obligatory necessities for the internationalization of cultural pluralism in general, and in Will Kymlicka’s political thought in particular, is the diversity of human societies that make up the global system, and the rights resulting from that diversity, as a universal truth, whether racial, ethnic, linguistic, cultural, or religious. As well as to avoid any negative effects and consequences when it is not inspired and manage diversity in a similar manner, especially in countries that are going through a transitional period seeking to build all their institutions. What are the theoretical principles in political thought related to the idea of cultural pluralism, when did it begin, and was it represented by one stage or several stages? What are the reasons that made Will Kymlicka call for the internationalization of cultural pluralism and its global spread in his liberal political thought? To answer this question, we assumed that the theoretical origins of the idea of cultural pluralism were embodied in modern and contemporary political thought as a result of the struggle between unilateral and pluralistic ideas of culture and the policies that implement each of them and the consequences resulting from them. It crystallized in two basic stages, which led to a group of factors and reasons that called on Will Kymlicka to internationalize multiculturalism with his new social liberal political thought. Based on the movement between the system of rights and policies to spread the values and principles of liberalism and democracy and to maintain international stability and security. Among the most prominent findings we have reached is: Countries must be aware and aware that the inability to manage diversity in their societies, and resolve potential or actual ethnic differences and conflicts, will lead to international interference in their sovereignty, which is considered a legitimate matter in Will Kymlicka’s political thought in particular, and in the eyes of the international community in general.
