Abstract

The popular referendum is one of the most important democratic means to express the will of the people to choose the system of government they accept and decide their fate, as this will is the source of legitimacy for the source of the authorities. Therefore, the subject of the referendum on the secession of the Kurdistan region was a focus of attention at the internal, regional and international levels, and hence the importance of the research to know the legitimacy of the referendum of this region in terms of constitutional, international and regional.
